Darina Zinovieva graduated from the Faculty of Law of Sofia University "St. Kliment Ohridski" with excellent results. She is a professor of administrative law. She specializes in Belgium, England, the USA, and Spain. She works at the Institute of State and Law, Bulgarian Academy of Sciences and at the Faculty of Law of the University "Paisiy Hilendarski". She teaches administrative law and medical law.
He is the author of 13 monographs, including "Licensing Administrative Acts", "Competence of Administrative Bodies", "Discussion Theses in Administrative Law and Process", "A Minor Case in Administrative Punishment", "Medical Law", "Legal Regime of Medical Institutions", "Legal and Ethical Problems of Transplantation", and over 60 studies and articles. Among the foreign publications he is the author of "International Encyclopaedia of Medical Law – Bulgaria" and "Patients' Rights in the European Union – Bulgaria".
She was the head of the Department of Public Law and Dean of the Faculty of Law of the University of Plovdiv; co-founder and vice-president for three terms of office of the Bulgarian Association of Medical Law; legal expert to the Health Committee of the National Assembly, to the NHIF and to the Minister of Health; member of the Ethical Committee on Transplantation to the Council of Ministers; member of an expert group on legislation to the Council of Ministers. She is currently a member of the Legal Council of the President of the Republic of Bulgaria and an independent expert to the European Commission.
